As per my search I could find some colleges offering B.Sc Food Technology in Punjab :
Guru Nanak Dev University, Amritsar (Punjab)
Sant Longowal Institute of Engineering and Technology, Sangrur (Punjab)
Khalsa College, Amritsar (Punjab)
While selecting the best, you need to check some of

LPU, PTU, DAV, CCT etc are offering B.Sc Food tech. in Punjab.
Some of them are also offering B.Tech in the same.
LPU is one of the universities that are offering scholarships too.
Check their websites.
