Which colleges is better for pursuing engineering: Quantum School of Technology , Uttarakhand or Tula's Institute,Dehradun?

My 12th board% is 61.6% with 60.3%inPCM my UPSEE rank in OBC is 39802 and general 116508

Please avoid all the three, u may try for colleges like DIT, COER etc.
