Which colleges should I prioritise while filling JEE Mains counselling? My CRL rank is 14092.

With a CRL rank of 14092, you may be able to get admission to some of the lower-ranked NITs in general category. However, your chances of getting admission to a top NIT in a popular branch, such as CSE or ECE, are slim.
You may have better chances of getting admission to a NIT in a less popular branc

Yes, JEE Mains rank is used for counselling in many colleges mostly government colleges
