Which combination of recommender is preferred for MS, all 3 academic LORs or 2 academic LORs+ 1 professional LOR?

I am planning to do MS in communication networks. I have completed my BE in E&C with a work experience of 3 years in networking domain. I have read on some university websites that academic LOR is more valued than professional LOR for Master's degree.
