Only IELTS is enough. You do not have to do GRE.

Generally, in Germany most of the Universities look for language proficiency and aptitude:
1. Language Proficiency test
2. Aptitude test for the desired course
Language proficiency tests include the following:
1. IELTS
2. TOEFL
Aptitude test include the following:
1. GRE
2. GMAT.
