Which country can be preferred apart from Uk,Australia and USA for Masters in Civil Engineering.And can we get scholarships or loans.

Sir, I am in final year of B.E in Civil Engineering from MJ college(Osmania University). I want to do Masters in countries like Malaysia,New zealand,Germany. So, are these countries suitable for CIVIL and do they provide Scholarships. Please do reply with a good answer sir. Thank You
