You are asking about computer engineering not computer Science. Computer engineering is related to more hardware than software. Therefore, US is the primary country I would recommend. I do not think Australia or UK would come anything near that. France, Germany, Dubai & Singapore may also have good

USA and German Universities are the best universities for computer science engineering based on ranking by different rating agencies.
