Which country is best for Masters and for work with the budget of INR.15 lacs?

INR. 15 Lacs is too little budget for Master's in Canada or USA. As accommodation (including food & utilities) only will cost you around INR. 8 Lacs for 2 years considering average spending of 500$/month. There is always an option for Education loan, every nationalized banks provides loan up to INR.
