Depends on what type of engineering, mechanical, chemical, civil or computer.
Countries like australia have become hotspots for engineering, but cost of living itself is 18,000 A$ which is like 9 lakh rupees, UK is also good, knowing that 3 out of top 5 universities in the world are in UK, but again
