Which country is better for further studies? I have done B.Tech in civil engineering with 70% and 5.5 band IELTS.
I have gap of 2 years in my studies.

Australia or New Zealand, but you should improve your IELTS score by taking it once again. Try to score above 6 band.
Otherwise, you should go for Germany, Cyprus or Singapore because IELTS is not required there. -

Though your academics are decent, your IELTS score does not meet the minimum requirement for admissions to most international universities. I would recommend you retake the IELTS. In case you do not wish to retake then try Australian Universities. You may also explore European countries (France, Germany) that have no/lower IELTS score requirements.
