    USA is the best.
As you are asking between above countries, UK is the best. It has higher standard of Education and English being the main language, its easy to adjust and study.
Ireland is also good but language is the problem. They use Irish language most of the time in business communication.

UK universities are better option for doing Masters in CSE in comparison to Irish universities. M.Tech from legacy IITs is a better option in comparison to MS in Ireland.

You should opt for the UK. There are a lot of disadvantages when we compare the UK with Ireland as Ireland is a small country and it is very hard to get a part-time job even in Dublin. The reputed universities are mainly located in the UK. Another fact we can consider is that European headquarters of Google, Facebook, Apple, Intel, Dell, AOL, Paypal, Microsoft, and eBay are in Ireland.

No, studying on a Graduate Visa in UK is generally not possible. Students can do so only if their chosen course is not eligible for a student visa in the UK. If you choose a course that is eligible for a student visa then you can apply for the extension of your UK student visa instead. The courses allowed on a Grdauate visa may include professional, recreational or online courses like short courses or skills development that are not covered by a full Student visa.
