Scholarships are given by the universities on the basis of merit. US is a country known for its scholarship schemes. However European countries too are not lagging behind. For MS Computer Science look for options in US, UK, Germany, The Netherlands, Canada. You will find scholarship information on the university websites. Hope it helps. Good Luck.
