You can call this a specialist branch of civil engineering. Both UK and USA have good institutions for this. But there are many nuances in getting admission. Fees, job prospects, scholarships, total expenditure, etc. I would therefore advise you to approach a specialist agency dealing with sending students abroad. They will know all nuances in detail and how to overcome these.
