National Singapore University is the best for doing M.Tech. It has ranked 134 among all the universities in the world.

Is it even better than IISc and IITs and Germany colleges (known for their quality research levels)?

Universities of UK & US are one of the best in the world. Please have a look at Engineering 2018 World rankings like GQ and other. Also, whether those university really accept GATE score or they rely on GRE score also matters. Hope you got your answer. Best wishes.
