Apparently both the countries are amongst the best for civil engineering. You may select your country by analyzing factors like entry requirements, university reputation, industries, opportunities and post study work options, climate and expenses. Living expenses in Australia are

Canada has less strict rules and has more flexibility as compared to Australia. But again, the opportunities will be very tight in both. There is no job guarantee nor PR guaranteed and both will depend on your own skills and knowledge.
