Which country is the best to pursue Masters with PR for IT students?

I am currently working as an Android Developer past 1.5 year. So, first suggest a direct plan to Settle in abroad with work. If there is none or less chances, suggest through student visa plan.

Currently, the best country is Australia. Enrol for a 2 years Masters in IT at the outset itself otherwise you will not be eligible for PR. Also, your current profile is not suited for direct PR as the minimum work experience requirement is 4 years.
