Which country offers PR after the completion of higher studies?

A number of countries offer PR. They include Canada, New Zealand, Australia, Germany, Ireland and so on. PR is subject to qualification, skills shortages, work experience and so on. So a country offering PR options may not grant you a PR if you don't qualify.
