Which country should I opt for pursuing MBA?
I have completed B.Com with 42% marks in 2015. I have got 7 bands in IELTS.

42 percent marks are too low and not acceptable by foreign universities. If you want to apply in a low Tier university in a lesser known country like the Czech Republic. I will advise you to invest in India and go abroad after you have a good profile.
