Why do you want to go abroad for doing MS in Civil Engineering? IIT Roorkee is one of the best institute for Civil Engineering education & research in world.

When you are ready to prepare for GRE to get admission abroad why do not you prepare for GATE and get admission in M.Tech Civil Engineering in any college of your choice.
