BCA is a better choice to become Network engineer. You may have to seek certifications such as CCNA for career growth.

Go for B.Tech CSE. It will help you to get a decent job and better opportunities. Computer engineering is a discipline that integrates several fields of electrical engineering and computer Science required to develop computer hardware and software. A few good institutes offering these courses are:

BCA would be a better option. You should have minimum 50% in 12th to do BCA. Some colleges prefer students who have studied Mathematics till 12th class where as there are some colleges which give admission to those who had opted Arts or Commerce. Best Universities for doing BCA are: Delhi University
