MBA is important only to get a good job in reputed companies & B.Com is all about getting into a good college for MBA.
That's why I would suggest you to choose a good college instead of whenever. Also, the good college you find needs to have a good infrastructure and a good & healthy environment.
As you are interested in colleges in Uttar Pradesh, there are a number of colleges there. You can make a list of colleges and evaluate the best one.
Moreover, if you don't want to do B.Com from a good college, take admission in private B.Com and start preparing for CAT to get into the best colleges for MBA.
    Best of luck.

    Dear,
If you are a +2 boards qualified and fulfill the eligibility criteria of your preferred college, you can pursue B.Com.

    Dear,
Yes, you can pursue your graduation from anywhere in India but you should do a professional degree because graduation is your foundation time so you need to make it strong and prepare yourself for th best.
If you have an aim for MBA programme then you can choose these options.
    BBA- Finance, International business
    Economics (Hons.)
    Psychology (Hons.)
    B.Com Finance and accounting
    All the best!
