Which course should I opt for doing Diploma in English language and which place would be best for it? I am in 12th PCM.

You should go for B.Tech if you have done your 12th with PCM and if you want to do Diploma then all the courses are good. From my point of view, civil, electrical and mechanical engineering are the best options.
