    Hello,
Both the fields are very different and before choosing one you should to know your strengths and skills.
Web development means all the front end coding
so if you have good knowledge of languages like PHP, asp, Java then you should go with web development.
For web designing, you must have knowledge of designing language like ajax, HTML, css, bootstrap etc.
As per my view, web development is very good option because there is very good scope after it and also you will get a good package as compared to a designer.

You should opt for web designing because when you will know better about web designing, you will be good in web development automatically.
