Which course should I pursue after getting 30 marks in JEE Mains and 70% marks in senior maths- B.Tech or B.Sc?

According to me, B.Sc will suit you well because you didn't score at least 75% marks in your board examination which is the cut-off for applying for JOSAA counselling for NITs, IITs and GFTIs.

B.Sc is a better option. With 30 marks it would not be possible to get a good B.Tech college, hence better to invest in a course that you can pursue from a decent college.
