Since you already have experience as Bioanalyst, a P G Dip in R.A. can give a boost to your career in the related field. SAS in Clinical Data Management is of course a supplementary course but it might be a bit of a sidetrack to your core profile. What are you doing at the moment? Are you managing clinical data or into main research work? If you are into main research, P G Dip in R.A. can boost you up.
Actually, it also depends on your position in the company. Look at the next step of your career. If your experience makes up for P.G. Diploma course, you can go for SAS CDM, but if PG Dip in R.A. can help you move up, opt for it first.
