Which degree is the best to study CCNA and other cisco certifications?

You should have only graduate level degree like B.A, B.Com or B.S. But B.sc (IT), B.Tech, BCA degree will give an advantage to in salary increment and get promotion in companies.

I think you should prefer BCA or B.Tech.
