Which engineering branch can I get in VIT, Vellore with 13,663 rank in VITEEE?

For academic year 2016-17, the candidates in the top merit slab of 1 to 20,000 were called for counselling on different days in the first phase of counselling. Candidates are offered admission to different branches at the two campuses based on their percentile merit. The closing rank in one phase of counselling of VITEEE 2017 for a particular branch can be termed as VITEEE cutoff for that branch. -
Yes, you can get any branch in Vellore but your category may be upgraded to 3, so the fee would be different. You can also get admission in category 2.

You can get admission in any branch in Chennai campus but not in Vellore. You might not get into CSE, ECE, IT and mechanical in Vellore else it depends upon the number of students attending the counselling. You may choose from other branches or else VIT, Chennai is an option for you where you would get the branch of your choice.
