Which engineering college (private or government) can I get with 60 marks in JEE and 82% PCM marks (CBSE)?

You should apply for the JEE Mains counselling. In that, it might be possible that you can get any college, but the chances of getting any college is quite low.

You can get scholarship also in RVSCET JAMSHEDPUR. It's campus is in 40 acre and fee is very less as compared to any other private engineering college. So, you should try here. Since you scored 82% marks in PCM, you will be given scholarship, if you are selected in SNUSAT conducted by Shiv Nadar University. Try applying for that. The last date for admission is June 15. If you belong to reserved category, then surely you can get admission in Government College. But, if not, then there is no chance in Government College. You have to satisfy yourself with Private Institutes.

It is impossible for you to get a government college. You may try for private ones like Sinhgad and MIT.
