Both are very much mandatory.

TOEFL is compulsory as it is for your English skills. Also, most of the universities ask for GRE as one of the criteria.

Both exams are important. TOEFL exam is for testing your english which will be used in their country and will be proof that you know English very well. GRE is your knowledge testing based on your graduation subjects.
