As from my knowledge, both the exams are good and are state level exams. But, if you will go for WBJEE you will get some good colleges comparing to colleges of UPTU. If you didn't qualify WBJEE, then go for UPTU. You will find the entrance paper is very easy and you have to score above 450 to get good government college. The top colleges under UPTU are as follows:
    1. IET Lucknow (government)
    2. KNIT Sultanpur (government)
    3. BIET Jhansi (government)
    4. Jss academy of technical education Noida (Pvt)
    5. KIET Ghaziabad (Pvt)
    6. ABESEC Ghaziabad (Pvt)
    7. Galgotias College of Engineering Noida (Pvt)
    8. RKGIT Ghaziabad (Pvt)
    9. IMS Ghaziabad (Pvt)
    10
    ...more

I'll prefer you to opt for the UPSEE as in this, colleges are in quantity as well as in quality but in WBJEE, there are only some colleges and in that, only few are quality. Others are just average.

Both are state level entrance exams. No one is good or bad. Few good colleges under WBJEE are Durgapur engineering colleges, HIT. MMM, AKG engineering College is the good option under UPTU.

UPSEE and WBJEE are equally important. But UPSEE is much more easier to do. But, this year, it has slightly changed the question paper pattern. It is a bit difficult. Because, I gave this paper this year and compared to last 2 years, it was a bit difficult. Just search on the internet that how many institutes take admission on the basis of UPSEE and WBJEE. Just do little bit of research in this in the internet that what is the course of both the papers and cut-off and validity of score card. For example, UPSEE score card is valid for 2 years. As UPSEE conducts counselling based on previous year exam results also, so it is valid.

Yes, UPSEE is much easier. It is easy to qualify but a bit difficult to secure a decent rank. I'll suggest WBJEE because there are many participating institutes.
