UPSC is an exam which students appear for if they are interested in joining the civil services like IAS, IPS, or the IFS, whereas SSC stands for short service commission and its exam is given when aspirants want to join the defense services, like the army, navy, or air-force. If you are interested in computer programming you should apply for technical programs like B.Tech, B.Sc or BCA in computer sciences.
