Which exam should I attend to get a seat in IISC and IITs for a Ph.D in chemistry and what's their cut-offs?

There is an exam which is IISC P.Hd entrance test. I would suggest you to attend to get seat in IISC and IIT for Ph.D in Chemistry and their cutoffs.
