Which foreign country is best for doing M.Sc. in chemistry and not so strict in terms of giving PR?

Canada is quite welcoming when it comes to PR but to complete a master's is also very competitive.

You may check their skill shortage list and the procedure for PR and decide. Every country has their pros and cons and New Zealand is more of an agricultural country with some good companies in IT. So, decide accordingly.
