Yes, you can, but in below average colleges. Do you think any good college (with sane admission officers) will give you admission when you have had 13 backlogs? Secondly, will you be able to manage western education if can't even do well in the Indian education system?In order to secure admission to any university for any given course (applicable universally), you need to check the course requirements which vary from country to country and university to university. There might be a few universities which might consider IELTS band 6, however, I am not so sure about the backlogs and the percentage. You already have a post-graduate degree, few universities only offer Diploma courses to graduate students. Please check the country specific requirements where ever you wish to apply. The information regarding the eligibility is listed on the university website. You can contact the university directly by writing an email and listing all your doubts and they will respond to you.
