    Hi,
IHM Pondicherry is a state government. IHM and IHM Gangtok is a central government IHM. Both the IHMs are regulated by the common body NCHMCT. To be honest none of the two IHMs is good considering the placements and exposure. These IHMs are nowhere in front of the top IHMs such as Delhi, Mumbai, Bangalore etc. I would rather suggest you to look for private IHMs that can provide exposure and placements similar to the top IHMs. If you still want to join, you should prefer IHM Gangtok. Some good private IHMs are -

Rizvi College Of hotel management, Mumbai
Welcome group institute of hotel mana
