Good question both are institute of national importance definitely, IIEST is better than IIIT bhubaneswar in all factors But you have to keep in mind that IIEST give you duel degree course and if you want to persuade M.tach from IIT I will suggest you to good for IIIT Bhubaneswar Hope that helps
