Well, I am not from the CSE department but I think I'll be able to answer this question. First of all, IIT Hyderabad, Indore and Ropar are the top IITs established in 2008. Also, as per the NIRF rankings of 2016 and 2017, IIT Ropar has been ranked as the 3rd best IIT of 2008. Also, these 2008 IITs ave almost completed a decade and it will be unfair to call them a new IIT. They have established themselves in the past 9 years and are still growing at a very fast rate.
