Which institutes are preerable to complete PhD in Bioinformatics / COmputational Biology abroad that offer scholarship or fellowship?

I am student who has completed my masters in Bioinformatics and wish to do PhD in Bioinformatics or computational biology , and prefer to complete the same abroad with fellowships or scholarship. I
