Universities in Germany have rolling admissions or fixed admission deadlines. Usually, German universities accept international applications in two major intakes: Summer (Mar/Apr start) intake and Fall (Aug/Sep start) intake. Note that the fall intake are open for most of the courses. However, summer intakes are open for selective courses only. Hence, the fall intake is a better option.
