I will definitely suggest you to consider BITS-Goa.
The infrastructure, environment, the alumni, placements everything will say you to consider BITS-Goa.

Of course, BITS-Goa is very old and renowned as compared to IIT-Jammu, besides there is no placement data available of IIT-Jammu, you cannot compare, best, in this case, is to go for BITS-Goa.
