NIT Kurukshetra is better than PEC Chandigarh. They will provide you the best placements records and course curriculum.

NIT is a government institute and it has a good reputation. All NITs are nearly as good and have good faculty. I would suggest NIT as better option.

NIT Kurukshetra is better college than PEC Chandigarh because NIT provides good course curriculum, good quality of faculty members, good placements and good computer labs also.

PEC chandigarh, as people say. But I don't have experience of PEC so it's upto you. Go for cutoffs. they are the best estimates.
