Which is a better college to pursue MBA, UPES, Dehradun or PIBM, Pune?

The ranking of a business school depends on the placement package. You can prefer UPES. The highest package offered last year at UPES was Rs.14 LPA. The highest package offered at PIBM - Pune was Rs.11 LPA.
