If you solely focus on Civil Examinations and you are just graduating because of the minimum qualification as graduation and you determine on appearing for civil exams then I think that taking B.sc shall be better than B.Tech because B.sc is a three years course and B.tech is a four-year course. Going for B.sc shall certainly give you an extra one year to prepare for Civil exams and make you eligible early for appearing in civil exams because you are going to sit for civil exams anyway, so why don't get it over with. Not only that B.sc from some premium institutes as equally good and shall definitely beneficial as Doing B.tech from a g

For going into civil services, the logics and reasoning is required. Before choosing a course, one should know that which will be going to reward him or her better at the time of exams.
Though in this question, both the exams mentioned can be taken for the civil services examination though answer would be more precise if the field of study would be mentioned.
There are many fields in BA such as political science as well as socio economic topics which will lead to get a good current idea.

I will suggest you to study BA because in civil service exam, most of the questions are coming from the areas like history, geography, current affairs, politics etc. It's better to improve your standard/base through studying B.A.

B.Tech will be a better option as it will open many doors for you. If unfortunately, you were not able to qualify for civil services then you will have a plan B.

BA in English literature is a better option as you can fill this subject in UPSC. You can also have skills improvement, better communication skills and personality development with this stream as well as other options for employment.
