Hello Sandra,
Computer Science engineering equally covers both hardware and software aspects. Information technology engineering and software engineering has a lesser focus on the hardware aspect. However, this difference hardly matters as universities frequently keep updating the syllabus for each

App developer is a person who develops applications. You just need to understand different kinds of computer languages which will be taught to you during engineering.
