CS is the study of principles of computing and how computers solve problems like algorithm, artificial intelligence, robotics, database etc. IT deals with installation, development and implementation of computer systems and applications. Both options are good, it would depend on the college.
If you have to choose from the same college then see what excites you more- the design of computers and computing systems, or using computers to solve information management requirements of the organisation.

Look, both are best in their field. IT is more advance and after your study, you have to go to 'IT' industry only. In CS, there are some hardware subjects this is the only difference.
