Which is a better option among Parul University and Medicaps University, Indore?

I've got 60 marks in JEE Mains and 90% in boards.

If you are not getting any government college and still wish to join engineering then you may go through Parul University as this is good college if you are not qualified for any other college.

I would recommend you to go with Medicaps Indore as it's one of the best institutes for B.Tech in Indore and central India with good faculty members and study environment.
