Which is a better option among production branch of NIT-Jamshedpur and mechanical branch of BIT-Mesra?

It is a tough choice to make, but I would have chosen NIT JAMSHEDPUR any day over BIT MESRA. See in the end it would be a NIT, and also don't expect much difference in academics in both institutes and also as far as I know there are also chances of PSU placement in NIT. So, go for it. One should not compare oranges with apples. Production engineering versus mechanical and NIT-Jamshedpur versus BIT-Mesra.
In every batch situation changes. Some year it could be better at Mesra while in some years it could be better at Jamshedpur.
Both are quite good choices and grab admission in any of these colleges.
