For Chemical Engineering, one must opt for Thapar Institute of Engineering and Technology. The major research activities in the Department are in the fields of Heat Transfer, Fluid Mechanics, Polymer Science & Technology, Energy Management, Biochemical Engineering, Separation Processes, Reaction Engineering, Pulp and paper, and Environmental Engineering. Any day, TIET would be a better choice.

Which is better should depend on your interest firstly. There's no logic in compromising your interest with the reputation of a college.
As NIT is a government institution, the recognition and opportunities will be always better than Thapar.
In terms of placements both are equally good, since Cutoffs for comparable branches is lower for Thapar University, the talent pool in NIT will be better. In terms of finances BE from Thapar will cost you almost 4 times than it will in NIT.
Coming to the branch CSE has a lot of high profile job potential while chemical has a limited scope.

I think your rank is approximate to 37k. Well, let me tell you about Thapar University. It is very good and 60-year-old university and does have good coding culture. But the fee for the B.Tech in Thapar University is 20 Lacs approximately 5 LPA.
So, I would suggest you go for Thapar University if you don't have a problem with fee order go for NIT-Jalandhar chemical. It's also a good option cause it gives you NIT tag which will help you for MS in foreign college as it has some international standards, so choose wisely.
PS:- I was also getting CCE in Thapar University but I choose JIIT Sector-62 CSE, if you want to know more about it then...more
