Chitkara University is also one of the best places for civil engineering. University has quality faculty & provides a good learning environment for its students. Chandigarh university is good as Chitkara University Chandigarh does not offers Civil engineering and in Himachal Pradesh college is not good for civil engineering so you may go for B.Tech in Chandigarh university.

Both are good just see the fees it's high in thapar and low in chitkara and location if chandigarh than chitkara if not then thapar if you have money go to thapar depends upon location and feee

If you have CSE at both, I'd pick Thapar. Chitkara is a decent option, especially if fees are a big factor, but Thapar has the stronger engineering reputation and overall peer group. If the fee difference isn't a major issue for you, I'd go with Thapar.
