Which is best for a student who is poor in drawing: mechanical or chemical engg.?

As a mechanical engineer I would suggest you to go for chemical engineering, if you are not good in drawing, because in ME you have to face engineering drawing, mechanical engineering drawing, and basic engineering drawing. You will face very difficult in tackling these subjects Good luck.

If your drawing is poor then you should take admission in chemical engineering as in mechanical you will have to face 2-3 subjects related to drawing. In addition, chemical engineering has very wide scope.
